Pathway to Proficiency: Implementing the English Learner Roadmap in Los Angeles County is a new report from the Greater LA Education Foundation (GLA) and the Los Angeles County Office of Education (LACOE) that explores the most critical issues affecting English Learners in Los Angeles County and identifies key successes, barriers, and opportunities in the implementation of the English Learner Roadmap (ELRM)—a new policy and guidance for how Local Education Agencies can support English Learners.
The report offers original research, interviews with classroom educators, school and district administrators, and new policy context that can inform how multilingual learners are served both in Los Angeles County and across California.
