Each year, Early Edge California works with policymakers and partners to design legislation and identify budget requests that advance critical change in Early Learning and Care. These are informed by ongoing input and feedback we collect from those on the frontlines–parents, caregivers, teachers, administrators–through our advisory group meetings and other engagement opportunities.

Early Edge has co-sponsored the following bills that were signed by California’s Governor, which ensure the successful implementation of California’s Universal Preschool program, create new supports for Dual Language Learners, and strengthen California’s mixed-delivery Early Learning and Care system.

California Bill AB 22 (Asm. McCarty)
AB 22 ensures that California collects the necessary student and workforce data to understand the impact of the state’s historic investment in Transitional Kindergarten (TK) and the California State Preschool Program (CSPP).
California Bill AB 393 (Rivas)
AB 393 expands the asset-based Dual Language Learner (DLL) identification process established through AB 1363 to general child care programs (CCTR) and the Migrant Child Care Program (CMIG).
California Bill AB 753 (Garcia)
AB 753 expands pathways for aspiring early childhood educators to earn their Associate Teacher Permit while gaining hands-on classroom experience.
California Bill AB 1363 (Asm. Rivas)
AB 1363 systematizes the identification of Dual Language Learners (DLLs) in California State Preschool Program (CSPP) by developing a standard process for CSPP providers to identify the DLLs they enroll and serve.
California Bill AB 2268 (Muratsuchi)
AB 2268 ensures that the language proficiency of the state’s youngest emerging bilingual students is not evaluated with developmentally inappropriate assessments that could harm their academic and life trajectories.
California Bill SB 271 (Gómez Reyes)
SB 271 ensures that student parents seeking financial aid, child care, or basic needs support on campus, receive information and support to access the full scope of support and resources available to them.
California Bill SB 1047 (Sen. Limón)
SB 1047 enables low-income families to more easily enroll in subsidized child care and preschool by using their eligibility for other government subsidized programs, such as CalFresh, Medi-Cal, WIC, or Head Start.
Early Edge collaborates yearly with our partners to advocate for key investments in California’s state budget. Learn more about our key successes.
Early Edge and partners successfully advocated for California’s 2021-22 state budget to include key investments that expanded California’s Transitional Kindergarten (TK) program over a multi-year period in order to serve all 4-year-olds. This ensures all families have access to at least one-year of free preschool prior to starting Kindergarten. During the expansion, we also successfully advocated for budget inclusions to ensure a 10:1 student-to-adult ratio in TK classrooms and the selection and adoption of a developmentally appropriate Multilingual Learner screener in TK. The expansion of TK has now reached full implementation, providing close to 400,000 slots for California’s children, making it the largest universal preschool program in the nation.
In 2018, Early Edge and key partners helped secure $5 million in the state budget to
provide DLL-specific professional development to teachers.
