SACRAMENTO, CA – Early Learning advocacy organization Early Edge California celebrates the ratification of the 2025-28 contract between home-based provider union Child Care Providers United (CCPU) and the State of California, as reflected in Senate Bill 151. This marks the 3rd contract between CCPU and the State with the support of the State Legislature.
The negotiated agreement includes stabilization payments, continued reimbursement on enrollment, advanced reimbursement, and the retention of the healthcare, retirement, and training benefits.
“We are delighted that CCPU and the Governor have reached an agreement that recognizes the value of home-based child care providers through much-needed stabilization funds and retention of essential benefits. We commend the dedicated members of CCPU for their tireless advocacy and their commitment to providing quality child care for families. We look forward to the continued work needed to fund the true cost of providing care, expand access to quality child care options, and strengthen our mixed-delivery system,” said Patricia Lozano, Executive Director of Early Edge California.

Early Edge California praises the providers of CCPU, SEIU Locals 99 and 521, SEIU California State Council, and AFSCME UDW for their tireless work on this as well as the Newsom Administration, with support from the State Legislature, for reaching a fair contract agreement.
