California exempts transitional kindergarten students from English-language proficiency test

In this LAist article by Elly Yu, Early Edge California Director of Dual Language Learner Programs Carolyne Crolotte discusses why the English Language Proficiency Assessment of California (ELPAC) is not a developmentally appropriate measure of English language proficiency for Transitional Kindergarten (TK) students as described in our signed bill, AB 2268

“The developmental appropriateness of this test was in question,” said Carolyne Crolotte, director of dual language learner programs at Early Edge California, which co-sponsored the legislation. “Children at that age are not yet reading and writing.” As a result, Crolotte said, TK students were scoring lower on the assessments and identified as English learners more frequently.
