AB 2514/Thurmond — Pupil Instruction: Dual Language Programs: Grant Program

  • AB 2514 establishes the Pathways to Success Grant Program in order to provide preschool children or transitional kindergarten through 12th grade students with dual language immersion programs, developmental bilingual programs for English learners, or early learning dual language learners programs.  

  • Beginning September 1, 2019, the California Department of Education (CDE)  will be required to award a minimum of 10 one-time grants of $300,000 each to school districts or school district consortia that partner with other districts, non-profit charter schools, or bilingual education programs in other schools or higher education institutions.  

  • The bill requires the CDE to provide a report to the Legislature by June 30, 2025 with respect to the Pathways to Success Grant Program.

AB 2626/Mullin—Child Care and Development Services Act

  • AB 2626 helps families access child development programs and improve quality of care and education by providing opportunities for staff to develop their skills and expertise in serving young children.  

  • The bill increases the income eligibility for families from the 70th percentile of the state median income (SMI) to the 85th percentile of the SMI.  Additionally, three-year-old children whose third birthdays occur on or after December 2 will be eligible for enrollment in a state preschool program. The bill eliminates the requirement that preschool sites enroll no more than 50% of three-year-olds in their programs.  

  • The bill authorizes center-based providers to use state reimbursement funds to offer two professional development days to train staff on issues relating to licensing, mandated reporting of suspected child abuse, behavioral management, and the components of the Quality Rating and Improvement System (QRIS).

AB 2698/Rubio—California State Preschool Programs: General Child Care and Development Programs: Mental Health Consultation Services: Adjustment Factors

  • AB 2698 promotes early mental health services for children in state-funded preschool and child care and development programs by providing a 1.05 adjustment factor to the appropriate reimbursement rate for programs which offer enrolled children specified and consistent mental health services by licensed professionals.

AB 2960/Thurmond—Child Care and Development Services: Online Portals

  • AB 2690 requires the State Superintendent of Public Instruction (SPI) to develop a comprehensive child care and development services online portal to improve family access to child care and early education programs and services.  

  • The bill requires the SPI to establish a work group to inform future enhancements of the portal and requires the group to develop recommendations no later than June 30, 2020.  The SPI is required to provide a comprehensive plan to the Legislature for implementing the work group’s recommendations by January 1, 2021.
